Cap-And-Trade is a Success! At Least for the Nitrogen Oxide Market

In a recently released report from the NOx Budget Trading Program data show that cap-and-trade is working and it’s working well.

The NOx Budget Trading Program is a regional cap-and-trade emissions scheme solely dealing with NOx emissions in the Northeast. The program includes 20 states including Washington D.C. and was created in 2003.

The latest report claims that through the successful use of market-based solutions 100 million Americans now breathe cleaner air, smog levels have been reduce 10 – 14% in the region, and air quality improving in 97% of non-attainment areas.

It is interesting to note that no one seems to be yelling about higher costs for electricity since the utilities all had to retrofit their facilities in a fashion similar to what is proposed for carbon dioxide trading. Maybe this regional success will be pointed to as an example for a national cap-and-trade program.
